Do you trust the Publisher?

 The IT issue

                The main issue about publishing a book in the IT world is trust.

The writer sends his manuscript to a publisher, if the publisher considers tit good enough to publish, but not without a name to sell the book, what is stopping the publisher from rejecting the MS from the writer, and giving it to another writer they represent?
