Too many Obstacles
The cost of a being published, unless you are a recognised name, is so high, the new writer cannot afford it.
The odds against being noticed by a Literary Agent are so low, it is not worth considering the approach, the last time I checked - which was not long ago - the odds were about 2,500 - 1 against you, each week.
One of the main worries is the risk of being scammed, as I was in June, by someone on Twitter. If you get approached by a well known writer on the site, you are safe to consider it a scam.
My life as a writer is similar to the movie from France (Betty Blue), in the film the main character is struggling to be published for many years, in the end, he gives up, and leaves his girlfriend as he is so depressed; at this point a letter is delivered, but he can't be found to read the news he has been accepted for publication.
